Measure 26-253

Amends Charter: Removes citywide vote requirement for mandatory building weatherization. QUESTION: Shall Charter be amended to allow City to mandate weatherization of structures built before 1979 without a citywide vote? 

A "yes" vote supports: allowing the city to mandate weatherization for buildings constructed before September 1, 1979, without requiring a citywide vote.

A "no" vote opposes : allowing the city to mandate weatherization for buildings constructed before September 1, 1979, without requiring a citywide vote.

Summary: The Charter Commission proposed a measure to delete Charter Section 1-108 and allow the City to mandate weatherization of pre-1979 structures without a citywide vote.

Currently, the City cannot mandate weatherization for any structure built before September 1, 1979, unless Council refers the weatherization mandate to voters. This limit was added to the Charter in 1980 through a vote on an initiative petition.

If the measure is approved, the City would be able to mandate building weatherization without referring the mandate to voters.

Reminders when researching Ballot Measure Information

  1. Read arguments from multiple perspectives, not just the arguments of the perspective you are presenting.
  2. Be aware of your own (Confirmation) Bias:  what you personally believe will affect  both WHAT and HOW you search for information, and HOW you interpret the information you find, whether you intend it to or not.
  3. Use original sources whenever possible:  if someone quotes a statistic, WHERE did they get that information? This is especially true for comments in the Voters' Pamphlet, or information on BallotPedia.
  4. Research your sources....:  WHO is the person or organization making the claim?  WHAT might their reason  be for making those claims? WHAT, if anything, gives them credibility?
  5. ...but Don't Take Their Word For It : when researching a source, don't trust the "about us" page of the person or organization's website. Read laterally.  WHAT do other people say about the source?
